Answer first

No federal agency publishes one cannabis law map as a PDF. Cannabis rules come from state statutes. Two groups publish state maps you can save: the National Conference of State Legislatures and NORML. Each state legislature publishes bill text. A saved PDF is a snapshot of one date. Rules change when a legislature meets.

What the maps show

  • Medical status: allowed, limited, or none. More than 35 states allow medical cannabis.
  • Adult-use status: 24 states and the District of Columbia allow adult-use cannabis as of 2025.
  • Possession limit in ounces or grams.
  • Home grow counts, by plant and by household.
  • License types: retail, cultivation, testing.
  • Hemp and CBD rules: THC cap, age limit, test rule.

How to read one state box

Start with the THC cap. Federal law sets the hemp THC limit at 0.3% on a dry weight basis. A state can set a lower cap. Idaho sets a 0% THC limit for hemp. A product that passes in one state can fail in the next state.

Next, read the age limit. Some states sell hemp-derived CBD at 18. Adult-use states use 21 for cannabis. A few states apply 21 to hemp products with any THC.

Then read the test rule. Some states require a lab test for each batch. Other states accept one test per product line per year.

Why a downloaded PDF goes stale

Legislatures amend possession limits, tax rates, and hemp THC caps. Session dates differ by state. A PDF with no date in the file name has no value. Save the file with the session year. Compare the PDF date to the effective date of the newest bill.

What no map tells you

The FDA has not set a federal rule that allows CBD in food or as a dietary supplement. A state map shows state law, not FDA status. City and county rules also apply. Check the city code for retail rules.
